Used in very expensive power supplies to protect the load devices in case of power supply failure resulting in over voltage. The potentiometer sets the threshold voltage for the error amplifier. When the supply voltage exceeds the set value, the error amplifier turns on the MOSFET, shorting out the voltage rails (which would then blow up the power supply fuse in the real world)
