This circuit represents the output of the Op-Amp due to the slightest difference between the non-inverting input (V+) and the inverting input (V-). Whatever the value of the difference between them is, when this value is positive the output is always the positive saturation voltage, and when it is negative the output is always the negative saturation voltage.
