Wrong AC configuration, its suppose to be 340V in peak. One to one transformer to then drop the power at the transistor is a very inefficient methode to do.

Ok, no reaction so far why? 15mA * 240V = 3.6Watt burned at transistor. Not talking about when the input voltage would be correct. 325 or even 340V? Then we are in a 5 Watt range.
