Possible Pulse width modulator

So I have a project with little to no documentation that I need to work on. This is one of the sub circuits that I have somewhat determined (some values are estimates, like the voltage sources) would I be wrong in determining that this is a sort of pulse width modulator? Likely designed to control some small motor
