This is a combination of two circuits titled "Rudder Relay Driver" and "Sequenced Relay."
The idea here is that this is a hub for a electric company incoming and outgoing energy use with co-facilities having the same.
If each color LED is indicator of another facilities wire activity then it would feed the right half of the circuit in it's own in or outbound share, showing the relays on the right prepared for such. On the left the voltages each at 2V are the other power companies share, with indicator lights of routes that this facility is monitoring of other facilities. The single 12V would be this facilities power source firstly helping run itself, then applied to the relays on the right.
So in short in remote facilitation of equal circuit this would be redundant relay power line backup circuitry for bi-directional power line routes two three or more other facilities the same. - nforystek
