Rainwater tank level

Unfinished. 
I have next to no experience. So I'm a bit stuck. 
I can't figure out how to stop led's popping. 
So I'm trying to make it so when the tank is empty one led is on. Half full 2 led's and full all 3 led's.

This won't work as is.. the rain water will have roughly 65k ohms of resistance. See my simple water sensor circuit: http://everycircuit.com/circuit/5931204824530944 I will make a full solution in just a few minutes for you and explain how it works so you can learn.
