Application of short in resistor which acts like there is no resistance at all.
I've illustrated the 200 OHM resistor by pulling it out of the circuit, in essense, it's not even there.
The total resistance of the circuit changes to 200 from 400, which impacts the amperage in the circuit. Since it does that it impacts the resistance drops across each resistor.
