Put a momentary switch across one of the capacitors and it will start to oscillate

There is too much base current, these transistors have a gain of 100, a collector current of 16.2mA , so the base current should be about 162uA, not 3.07mA this saturated the base. Try 100 k base resistors, then adjust the Capacitors for your desired frequency.
