The water itself is a high resistance component in the circuit. It will never allow enough current to pass through it to turn on an led. You'll need transistors as a switch to turn on or of the led's. Also never use one resistor for multiple led's, in real life every led is different causing different currents to flow through them. This might cause an led to die. If that happens the other led's will get more (too much) current causing them to die aswell after a while
