Потенциал на инвертирующем входе равен потенциалу на неинвертирующем входе, т.е. равен 0

Это значит, что падение напряжения на резисторе 10 кОм = Uвх, а падение напряжения на резисторе 100 кОм = Uвых

Uвых / 100 кОм = - Uвх / 10 кОм, 
т.е. коэффициент усиления по напряжению  = Uвых / Uвх = - 100 кОм / 10 кОм = -10
