The 555 timer of the top is the one that set's the increment signal. The second timer is the one that set's the reset load lines, that set's the all the counter to 0. You have to ajust the second timer to aprox fire at 1 second, you can use an external source or just ajust the 555 timer. It can have also multiples purposes by just changing the way this circuit resets its sef.
