This is control circuit for reversible DOL starter. At the top is common STOP button to stop entire circuit. Left START button is to rotate motor in forward direction while right START is to rotate motor in reverse direction. Both start button cannot be pressed simultaneously. Any 1 direction is on at a time. To change direction, stop button should be pressed.
