Suppose the motors are DC motors? because I see carbon brushes terminals? if yes it makes sense because when the circuit is open through the commutator inductor release the stored energy? maybe.

Given the limitations of the EveryCircuit format, yes DC motors are used in this circuit for the EMF backflow response to switch the current energy to usable voltage. It's pretty much the same idea I used for my Mini-Grid Board just without the P-MOS-N-MOS set for a switching station and no massive cap bank or override switches.
