Providing mains AC 300V it generates 3kV. with just diods and capacitors. Since the diods and capacitors must only provide the voltage stability per segment, fairly cheep parts can be used! One application of this is an air ionizer.

I know what you mean, but when you look thoroughly then all is ok.

If you select the first upper capacitor on the left and pull it further to left, it will help recognizing symmetry again.

What i mean is, you have 5 caps at upper side and only 4 on lower side. After shifting the caps around.... But this is an odd number of caps and you endup in ladder at a villard diode which has 300V ripple. You need to add one more stage as peak detector to smooth the ripple. And then the hole chain is even in number of caps. Check this.
