Move the variable resistor(photo dependable resistor). 1% is light into the sensor and 99% is dark. When it's dark the resistance is high and when it's light the resistance is low. When it's day time, the LEDs are "off" to save power and when it's night time, the LEDs are "on" which you need them to be "on". When the LEDs aren't "off" its at 1.7mA(.0017A) and when the LEDs are "on" its at 24mA(.024A).

Nice, but you should probably have the scope measure the LED current instead of the supply current. They don't entirely match.
