This circuit contains a voltage regulator part and then a ripple remover instead of this we can also use a opto coupler for sensing the high voltage

Update:- after removing the zener there is less wastage, approximately 3.0-3.5watts

Best and safest is to use a transformer. This way with resistors and caps its not possible to not waste energy. Its only a question who will pay for it :-) Its you if you do it with big resistors. Its the power provider if you do it with a capacitor!
