HPF => Precision Rectifier => LPF
Uses the 6db/octave slope of the high pass filter to make the frequency to voltage conversion. Above the corner frequency of the filter the output flattens out. A real circuit would require selection switches to alter the corner frequency of the HPF to suite different frequency scales. The input also needs to be of fixed amplitude, which can be achieved using a limiter.
