As found on the pole feeding a home or small business. 13.2kV line voltage. First two resistors represent load on 110V outlets, 3rd resistor represents 220V load (washer, drier, etc)

Must be 18.7kV in peak or the transformer ratio is wrong

What hurz is saying is ec requires the peak value for voltages rather than the end rating. 13.2x1.414=18.7 after rounding off.
