1. Get rid of that AC power supply. 2. The circuit now has the following structure. (a) A 3V blue led. (b) A 470 Ohm led resistor. (c) A 47.k Ohm biasing resistor. (d) A 10 uF capacitor. (E) A 9 V DC power supply. (F) the time base is set to a 333us/s Or 1m second rate. With the biasing resistor X Capacitor. Combination the time base needs to be set to a 210ms/s Or 1second rate. With these changes done the circuit will start to oscillate after a few seconds. It takes a while to start but it eventually gets there. If you desire to make it start up faster, change the biasing resistor to either 52.3k or 53.6k, for a brighter Led running at about 20mA change the led resistor to 287 Ohms and the biasing resistor to 34k.
