How to make the circuit at top same like the circuit at bottom .. Can some help me how to arrange the circuit .. The wire make me confuse

Did you get the bottom resistors' layout from a problem in class? If that is the case, treat every resistor as an individual. I see that because the top one has some in parallel you tried the same for the bottom but then wired them in series with the rest.
