After increasing the voltage to 3volts the second FET shows that it is turned on more, it would appear that the amount of voltage between the gate and the 'emitter' is the secret.

The N-channel mosfet you are using is best used for low-side switching while a P-channel mosfet is mainly used for high-side switching
