See that you have reduced the relay voltage to 8 volts,, why, perhaps it is too much to expect the primitive bistable be able to derive such relay with 100mH, 100 ohms coil !! high voltage rrlsys hsve heavy contacts, and therefore a sizable coil... Things need to match impedance..... from rlectrinics points of view this circuit as is, nonesense i am afraid..

Nothing reduced, they are default values.

a 9V relay which operates at 8V high is nonsense. They will operate much lower. The rest settings are default for a 5V relay amd not default for an9V version. More nonsense is the 100V rms bulb which is driven by 100Vpeak
