That's the SCR equivalent circuit, it can be used to emulate the behavior of SCRs. When a gate pulse is applied to an SCR while forward biased it will start to conduct with a low forward voltage drop and will continue to conduct even if the gate pulse is removed, this is a latching property of SCRs. You can use this property to construct a latch, but a memory cell is not feasible with this device, for example power consumption during On state is pretty high, and it will need extra circuitry to bring it from On state to Off state.
