Get rid of the diode, not even sure that the capacitor is needed. If the circuit is laid out it will be easier to fault find. http://everycircuit.com/circuit/6055557442306048

Delete the diode and increase the 300Ω‎ LED resistor to 500Ω‎...then hold down the NO push button for approximately 3-4 seconds and then the LED's will begin flashing.
