Looks really nice! However, some feedback. 37mA is quite a large current for this. 3.1V zeners do not behave well at such low currents, so don't expect it to work in reality like this. Removing the resistor between the supply and ground makes the quiescent current go to 49.2nA, which is better than 1mA @ 10V. Maybe you can try making the same circuit using devices with high impedance to decrease the current usage? Like comparators.

If you look at Vishay's 1N4728A to 1N4764A series datasheet, you'll see that a 10V zener has a test current of 25mA, and a 3.3V (minimum they have) has 76mA, that's a minimum total of 100mA at least for this circuit to work.
