So i see its a non-inverting amplifier, but what are the capacitors for

It's a notch filter, the capacitors are for filter the input signal. In this case I'm filtering a 60 Hz signal

The caps are placed this way from Mr @moisesmdpf to hide the function here in everycircuit. Its the stupid secrete why he did that, but if we remove both 10uF pairs with just single 5uF we will see the working circuit. Any comments and excuess from you are welcome. Do not try to obfuscate thing, how boring you are

That's weird. AC simulation ( f> ) says it's just a low-pass filter, but in transient space it's clearly a notch filter. ... Oh wow! If you remove the silly capacitor doubling as @hurz suggested, the notch suddenly shows up.
