The capacitors charge and discharge from the amperage from the coils and resistors,  to round the wave to analog. The coils rises the voltage and the resistors reduces the voltage-around the same voltage. It amplifiers analog and digital from the 2 10k ohm resistors to the transistors for the LEDs. Wait to see the analog wave evens the voltage out.
