Well yes and know. Opamp can't give 97mA output. You need to add a transistor to drive the LED. The opamp being the control element of the opamp.

Also, why are you putting 2 resistor in serie to control 2 LED. In real life, you would rather put a limiter resistor on each LED because LED don't have the same I-V characteristic. Assuming that both LED will take the amount of current is wrong.
