If you take a look at the relay settings, you will notice that the Must Operate Voltage is set to 3.5V. This means that the voltage drop across the relay coil must be 3.5V or higher in order to be energized and close the contacts. You might also notice the Must Release Voltage setting. This is the maximum voltage drop across the coil required in order to switch the contacts again. Yes, if the voltage drop is between the Must Operate and Must Release voltages, the contacts remain in their current state. This is known as hysteresis
