This design has two stages: 1st stage: It produces a dummy NTSC signal, combining Luma (Y) and Chroma (C). 2nd stage: The decoder. This stage separates the NTSC signal into Y and C signals. Voltages are non-standard, but they work under 3.3 volts, so they can be used by microcontrollers, such as Raspberry Pi.
