An op amp connected as a Summing Amplifier. Adds the input DC voltages on the left and outputs the total on the right, while also accounting for inversion and voltage gain (Av). The Voltage gain is determined by the ratio of the feedback resistor to input resistor(s). (-Rf/Ri)
