If the voltage value going into the POSITIVE terminal is GREATER than the preset value (NEGATIVE TERMINAL) the output is asserted and Green LED illuminates. Otherwise the output is de-asserted and the Red LED is illuminated. If None of the LED’s are illuminated then the two values are equal in value 

Green LED - Asserted (High)
Red LED - Deasserted (Low)
No LED - Both values are Equal
