Water Level using logical gates

Simple water level circuit using logic gates and relay to control a centrifugal pump. (220v lamp).

I/O represents the water level
when water is low (00). The relay active and starts the water pump. when level is high (11), the pump is turned off.

How can water send 5 volts to logic gate to set both terminals on true

put one cable inside water with 5v and 2 cables for the logic terminals. when the water make contact on terminals, they turn high.

But when water level increases then above low point then pump stops
