Arduino Battery Pack Heart Beat

When an arduino is connected to a rechargeable battery pack (like those for recharging phones/tablets) if the pack doesn't detect a load it will shut off. This circuit puts a small enough load on a repeated delay to keep the battery pack from turning off.

Phone/tablet batteries do not have such a auto power off, that would be stupid for the power management handeled by an OS were the battery does its own thing...

This isn't for a phone/tablet battery, it's for the battery banks you can use to charge those. @hurz

If its a battery bank, and it has no load, it does not need to turn off.
