The Led comes on when there is load of approximately 100 mA  change the 20 ohm resistor for other load currents using ( 2 / load current ) full load current goes through the 20 ohm so use ( I * I * R ) to work out its power rating 

There will be 2 volt drop on the output when the led comes on
