One of the potentiometers is controlled by the rotation of the motor's shaft and determines the position of the rotor, the other potentiometer is used to change the position of the rotor. The OP AMPs compare the two voltages and determines which direction the rotor needs to turn in order for both potentiometers to output the same voltage.
