Delivers a constant current through the pmos with gm=2/R*(1-(1/sqrt(N)) where gm is the gm of left leg NMOS and N is the ratio of the w/l of the right leg NMOS to the left leg NMOS. The current generated in the PMOS is independent of the supply as long as the supply voltage does not cause transistor operating regions to shift
