When relay off, capacitor charge to 5V. 
Push button the 1st NPN open relay, voltage drop at relay will open PNP, this PNP will keep 1st NPN continue open and open 2nd NPN too, and 2nd NPN will discharge capacitor. When push button again, voltage at B pin of 1st NPN will drop, and 1st NPN will turn off relay.
