This is the circuit used to generate electric pulse. It's contractions is simple  that's the pulse generated by the circuit is directly parposional to its RC resonance circuit. The value of rc circuit increase the frequency is decease and the value of rc circuit decrease frequency also increase..

The 1uF cap should connect to control pin. Is the inductor there for any reason? If you remove the coil and conect the gnd to the leds, the circuit will make more sense.
