A lot of excellent information/input to this "drawing" was already given to you. BTW, its quite condescending what you do, delete all the good information all the users told you on this drawing. Last time I checked a 5V rail decreasing by 10% was 4.5V @wyoelk.

It was supposed to say 1%. It is a REAL electronic question. In electronic circuits requiring 5v, is it acceptable to be lower by 1%? Or is a voltage regulator needed to control the voltage? Not a loaded question and I don't care who answers it!

@wyoelk, it does depend on what you are trying to achieve but in general terms it’s not that good a circuit design if it can’t tolerate a mere 1% voltage rail fluctuation.
