Kind of curious about whether circuits like this are ever used without coils for VAC to VDC conversion.

Not used when any appreciative amount of current is drawn, because voltage over resistor multiplied by current through resistor equals very poor efficiency, and very hot resistors

About 20 watts has the poor resistor to dissipate in this particular case, about the wattage of a solder iron. Poor efficiency if your intention is to light the lamps, not heating the room.
