Try to change the polarity of the Op amp. So + = - and - = +

Try to place the voltage divider between the output of the Op amp and the inverting input.

And you should expand the range of the output voltage

Ehm.. You have increased the gain of the Op amp, but not the range of the output voltage. Maybe you should fix this..
