Here I use a simple system where only the discharge of capacitor is using as an power source....trying to enhance the circuit with new logics

In reality it'll discharge almost instantaneously. The time frame is slowed down here.

Yes....no doubts..... But i need ur opinion how to enhance it... Like i want to switch the bulb on and off after supply opens ..... Through capacitor

A capacitor will discharge very quickly and probably won't provide any enhancement. You either gotta buy a supercapacitor or a battery of some sort to prolong the discharge.
