A 120-208 single phase service is actually 2 phases and the neutral of a 3 phase 208-120 wye transformer. That's why the power produced here looks like 3 phase, but lacks the punch from a full three phase source.

Note that with this service current always flows on the neutral. The hots are 120 deg out of phase. On at 120/240V service the hots are 180 deg out of phase and the neutral can have no current when the system is fully loaded and balanced.

Yes but its usually ran in apartments. If ran at all. So that gives the opportunity for your neighbors to cancel out the neutral for the transformer.
