The inductor is a mirror of a capacitor. A capacitor stores voltage while the inductor stores current by the form of magnetic field. As the inductor begins to charge, it ironically opposses it but some current still flow through it. As the inductor has most resistance than the light bulb, the current will flow through the light bulb instead as it electricity always takes the easiest path to flow, thus, u can see the light bulb glow momentarily. As the inductor begin to store magnetic field, it's resistance decrease, current will flow through it instead of the light bulb. Once it's at max, it will change from magnetic fiels to electrical energy to the light bulb by back emf when the switch is closed as inductor resist the change in current
