Is the NE Switching? Is LED on or off? Do you measure it with an oszi?

Use better an 470 Ohm Resistor for your green LED

In addition to what buengi suggested, I found this circuit doesn’t work on EC either if you modify time to 1/s/s (I am assuming that’s supposed to represent real-time). By also increasing capacitance on c1, that seemed to help. Try 50uF. Let me know how it goes!

...or higher for longer pulse. on r1 and r2, increase resistance will also decrease pulse rate
