é basicamente um circuito de loop infinito, o transistor pode ser qualquer um de uso geral npn, neste caso o BC 547 serve muito bem.
is basically an infinite loop circuit, the transistor may be any general purpose NPN, BC 547 in this case serves very well

Led current is very high its 122mA . Add resistance

It is an astable multivibrator circuit, and yes you absolutely need current limiting resistors placed in series with the LEDs. Otherwise- no blinkie, no stinky. Know what i'm sayin'?..
