The bottom resistor before the LED was lowered to make the LED work. Not sure why that is.

Its because your LED is rated for 20mA and you only have 20nA going to it. Lowering the resistor will allow more current to flow to your LED and allow it to light until then ut wont light

Just move the ground to the cathode of the LED, and it should work.

Move the earth to the bottom of the power supply, the led drive transistor biasing resistor is too high to allow the transistor to turn fully on. The led resistor then requires adjustment. The oscillator takes a little time to start because of the low current in the rest of the circuit. http://everycircuit.com/circuit/5695252054933504
