This is a simple way to design a control circuit for a buck converter, but not the best. The clock must be connected to the set pin and the comparator must be connected to the reset pin. The clock sets the flipflop evey 10us, and the comparator resets the flipflop within that time period when the output voltage reaches 5V. The gate is connected to qbar because a PMOS is used.
