The wein bridge oscillator needs a positive feedback gain of > 3V/V to have an oscillation. for a gain of 3 theoretically it's poles will be on the jw axis in other words it will be in marginal stability, which means it cannot start an oscillation by it self, just increase the feedback resistor a little over 2K and shake your phone.
